Como tópicos concretos inclui redes maritimas e hierarquias, relativamente à estrutura e performance do transporte; eficiência portuária, referindo-se à performance de um porto ou grupo de portos, conectando o interior com os mercados globais, como infraestruturas de transporte e logística; Conectividade do interior, envolvendo vários atores e instituições que contribuem para o desenvolvimento económico.
